well, i don't know the english term because i learned it in french, but you just have to take a picture with a long exposition time. this looks like a 10 seconds shot for example. to do that kind of shot you need a not too bright environment (night is the best moment) since the longer the picture, the brighter it is. hope i've help :)

i forgot, you absolutly need a tripod for your camera. because if it shakes just a little bit its going to be blurry. to do that effect the camera (to put it simple) is taking shot over shot and is staking them up on one another. so an object that doesn't move the most part of the shot is going to be more visible than a bike passing by really fast. again, hope i've help ;)
